TRAINING AND DEVELOPMENT OF THE PERSONNEL The interest of the organizations toward training and human re- sources development is rooted in some characteristics of the modern economy: the increasing competition between the organizations, the constant changes in the legislation and in the management structures, the introduction of new equipment and technologies, the condition of the labour market, the demographic trends, and the accelerated outdat- ing of human knowledge and skills. The companies in the well- developed countries implement active staff training activity. They con- sider it as a priority in the human resources management. No matter of the different positions about the concept of staff training, the majority of authors consider it as a systematic process held by an initiative of the organization, leading to better performance of the workers. Staff train- ing has sense only if it is directed at the concrete needs of the organiza- tion. Taking into account the nature of the training and the needs of training can be defined as difference between the real and desired con- dition of knowledge, skills and attitude of the workers in the organiza- tion. All working activities, no matter what the field of their implemen- tation is, are subject to constant changes. This imposes the need of im- proving the qualification and acquiring new knowledge and skills. Preliminary preparation is required also for every passing from one hierarchal level to another one, from one type of job to another type. For managers the constant training is the key circumstance to success. They have to acquire new methods for staff management, new mecha-
