In other words, a clear policy with respect to the man- ager’s career is needed; c) Improvement of qualification concerns every manager no mat- ter if he/she is going to occupy in future a higher position or not; d) Improvement of qualification is a continuous process; e) Propositions for improvement of qualification are made either by the top management of the organization or by all managers working in it; f) In the implementation of prequalification programme some managers should not be favoured at expense of others. Many worldwide known companies have own programmes for development of managers. By these programmes the carry out their strategy in the field of the personnel policy. These strategies usually contain the following important points: • Identification of persons with potential qualities for managers; • Monitoring over the development of the employees in the or- ganization; • Regular examinations of the qualification status of the employees; • Consecutively connected training programmes that integrate education and qualification. The courses in these programmes are dif- ferentiated and structured in levels. There are, for instance, programs where courses are prearranged in five levels: • The first level is for new employees with university education. The same course has an advanced version, which is held three years after employment (or after finishing the course); • The second level is a course for managers; • The third level includes functional courses for medium or top level managers; • The fourth level contains three consecutive courses, each of them of one month duration, for cadres with high potential; • The fifth level is realized by training working places for man- agers who settle key and critical issues of the organization.
